Right after the collapse of Soviet-style communism, an American reporter traveled behind the now-defunct iron curtain. His first trip was to Moscow, where he asked a citizen "What is your opinion of parliamentary democracy?
The Muscovite responded, "What's a democracy?"
The reporter then visited Warsaw, where he asked a local the same question. The Pole responded, "What's parliamentary?"
The American moved onto the former East Berlin. He found an Ossi and asked "What's your opinion of parliamentary democracy?"
The Berliner said "What's an opinion?"
